I sent this question to Vaughn Stanley at Washington & Lee University.
He is in charge of the George Washington Custis Lee papers and has
examined many examples of his handwriting. Here is his email response
that finally answered our question:

Dear Mr. Williams,
In my opinion the signatures and initials shown on the web page:
http://csatrainmen.com/TRAINMEN/GWCLee/G_W_C__Lee.html
are indeed those of G.W.C. Lee.
Best of luck in your pursuits.
